It blocks it because chat programs are well known as VERY insecure and are great ways to get viruses. So Norton blocks it to protect you. You should be able to edit a list of approved programs in the settings to allow Yahoo to pass through.

you have to add yahoo messenger to your list - check your pop up blocker list and make sure that it is always allowed.
