I run into this daily. Go to symantec.com and search for SYMNRT. Download the SYMNRT.exe file and run it. It is a norton removal utility that removes ALL of norton except for subscription information and product key. Once you reinstall, it will work fine. I do this daily at my job and this really does fix all norton problems.
